Mo. House member proposes restriction on vasectomies

A Missouri House member frustrated with recent legislative debates over birth control and reproductive health is proposing to restrict vasectomies. 

Legislation sponsored by Democrat Stacey Newman would only allow vasectomies when they are necessary to protect a man from serious injury or death. The vasectomies would have to be performed in a hospital, ambulatory surgery center or health facility licensed by the state Department of Health and Senior Services.

Senate says no to "Blunt amendment" on birth control

The Senate has turned back an attempt to kill President Obama's new rules requiring most health insurance plans to provide contraceptives without additional cost.

The 51-48 vote against an amendment to an unrelated highway bill (Yes, that's just how the Senate works) was mostly along party lines.

Ill. Gov to propose closing 14 major facilities in budget address

Illinois Governor Pat Quinn's administration says the cuts and consolidations will result in more than 1,100 layoffs.

The cuts come in all sizes. At the large end is Tamms Correctional Center, a southern Illinois prison that houses about 400 inmates  -- which is just over half of capacity.
