Solar panels will soon help brighten the night a little in the Delmar Loop in St. Louis.

The Moonrise Hotel announced today that they'll be installing solar panels to power not only the illumination and rotation of the moon perched atop its building, but also operations in the Rooftop Terrace Bar.

The Missouri State Auditor's office is reviewing a reimbursement payment Lieutenant Governor Peter Kinder made earlier this week.

Kinder wrote a personal check for $52,320 - up from the $35,050 he initially said he would reimburse the state.

Kinder has said all of the travel and associated costs were for legitimate state business.

The U.S. Embassy in New Delhi says that two American makers of fighter jets are out of the running for a multibillion dollar contract for the Indian air force.

The defense arm of one of the two American companies, Boeing Co., is based in St. Louis.

Boeing Co. and Lockheed Martin were both bidding for a slice of the $11 billion Indian deal for 126 fighter jets.

A statement from U.S. Ambassador Timothy J. Roemer says that the news from India's Defense Ministry was "deeply disappointing."

The Missouri Senate has passed a proposed constitutional amendment that would alter term limits for state lawmakers.

Currently, House and Senate members can serve no more than eight years in their respective chambers, although they can switch chambers and serve another eight years across the Rotunda.

Early this morning, the Missouri Senate gave first-round approval to a major overhaul of the state's tax credit system.  

The wide-ranging bill would phase out numerous incentive programs while reducing others.  Among those being partially eliminated is a tax break enabling low-income senior citizens to offset either property taxes or monthly rent payments.  It's sponsored by GOP Senator Chuck Purgason of Howell County.
